You know, I've been thinking about the White Lotus Society and what it is in the series and I've got an idea. In fact, Roku acted in the Fire Nation's interest by preventing the war that would destroy their prosperity. Roku likely realized that the Fire Nation's prosperity was a result of the nation's lasting peace and was surprised when Sozin failed to realize that. His people are also practically brainwashed and history was rewritten to justify Sozin's actions.

All the prosperity that his people knew is practically gone since everything now goes to the war effort. Even then, look at the effect the war has had on his own nation. The only reason that Sozin was able to start his war was that Roku's death gave him 16 years to prepare a war and destroy the Air Nomads. Even then, Roku never stopped the Fire Nation from developing its industry. Had Sozin approached Roku and said 'I want to spread the wealth to the other nations, what is the best way?' I'm sure that Roku would have put Sozin in touch with the right people to start trade with. The reason that Roku hated Sozin's idea of 'spreading the wealth' isn't because Sozin's idea was bad but was because Sozin's idea was really 'Through my ruling the four nations I'll spread the wealth'. Once the fighting starts to affect either the Avatar or spillover into other nations the Avatar steps in and ends the conflict. The reason that the Avatars don't step in to solve the infighting of the nations is that the infighting is pretty rare and usually doesn't last long. The world would be in a constant state of war with no peace in sight. Now imagine if the four nations were constantly fighting amongst each other. The Earth Kingdom hasn't even completely fallen yet and has enough troops left over to launch a counterstrike at the Fire Nation itself. The Fire Nation has been fighting the other nations for 100 years and has only managed to defeat the one that had no defenses. The Avatar preserves peace between the nations in order to prevent wars like the current one. There is no sign the avatar would stop that. With time and immigration, all four nations could use the four elements together and become not only industrialized, but rise far above where they started. Through the co-operation of benders of all four kinds, a new island could be created where people of all four elements live and work together to make a better life. My own personal view is that it would be possible to mix the nations in order to create a world that could be both industrialized yet accept the independence of each nation. The avatar does also step in in conflicts where earth kings are conquering other earth kingdoms - that was what the whole Kioshi deal was all about. It isn't Industrialization that is the bad guy here - instead, it's wanton disregard for the sovereignty of other nations. He was angry that there were fire nation colonies in the Earth kingdom. Roku was not angry about the industrialization of the fire nation. Simply put, yes the avatar is enforcing a state of living, after a fashion.
